Let the water flow

This is a small dam on my way to work. When the water is high it flows over the top of the dam, but right now when the water is low it flows out this hole in the dam. I am not sure if the hole is suppose to be there and I don't know how old this dam is, but it is very pretty! Reminds me of this song: http://www.youtube.com/watch?v=Ek6FWAHjyPM.
